A. T-factor is a kind of rating in TCS. Your manager and RMG Team check this rating. It is directly connected to your project, salary increments, and most important during your appraisal process.  
We can also say, the TCS T factor is directly related to your increment in TCS, Good TCS T-Factor is equal to a good position or impact in front of your manager and Supervisor. 

B. How important is the T-factor in a TCS appraisal for every Employee?

If your supervisor wants to give you a good band rating they will find reasons for that. If they don't want to give you a good band they will find reasons for that too. One of the main reasons you have received a good band and rating from your manager is it you have a good TCS T Factor.
